To reflect on the legacy of Soviet public terror and related dictatorships, and to overcome it, to restore the history of civil, cultural and political resistance to such regimes; to ensure the most free access possible to information on Soviet and post-Soviet history, including through the creation of databases and archival collections; to promote universal respect and protection of human rights and fundamental freedoms; to combat silence and distortion of historical facts and testimonies, the instrumentalization of history for political purposes, attempts to justify public terror and political repression; to create favorable conditions for international dialogue for understanding the legacy of public terror in the USSR and neighboring countries, as well as armed conflicts on post-Soviet territory; to support cooperation between members of the Association and represent their interests in accordance with the values and goals of the Association. The Association is a non-commercial, non-profit organization. The Association is completely independent of any public authority, political parties and religious organizations.
