The purpose of the foundation is to provide benefits to the employees of the compensation fund and their dependents and survivors in cases of need such as death, disability, illness, accident and unemployment. The foundation's purpose can also be fulfilled through benefits to the fund's regulatory pension funds. This includes employer contribution benefits as defined in Article 331, paragraph 3 of the Swiss Code of Obligations. In particular, the foundation can take over any potential insurance-related deficits of the compensation fund's regulatory pension funds. No benefits may be paid out of the foundation's assets for purposes other than those for which the compensation fund is legally obligated or which it typically pays as compensation for services rendered (e.g. cost-of-living, family and child allowances, bonuses, anniversary gifts, etc.). To achieve its purpose, the foundation may conclude insurance contracts or enter into existing contracts, in which case it must be the policyholder and beneficiary.
